Korea’s economic development experience is a valuable asset worth sharing not only with our younger generation but also with many developing countries around the world. With this in mind, the Publication Committee for Narratives of the Korean Economic Miracle was launched in 2011 and has published the Korean Miracle series to share the experience of the elders who, with insight and a sense of mission, have played a leading role in the economic and social development of Korea over the last 60 years. The series published up until today includes: Korean Miracle 1, which describes the high-growth period in the early stages of economic development in the 1960s and 1970s; Korean Miracle 2: Rise to the Challenge and Soar that depicts the process of dealing with social upheavals in the 1980s; and Korean Miracle 3: Hidden Miracles, which portrays how the government promoted heavy and chemical industries, the Saemaul Movement, and reforestation projects that laid the foundation for the Korean miracle.
Korean Miracle 4: Riding Over the Wave of the Foreign Exchange Crisis, the fourth volume of the series, covers the process of overcoming the foreign exchange crisis, which served as another turning point in Korea’s economic history. The restructuring efforts of all government ministries combined with the burden-sharing by the Korean people to save the economy enabled a quick economic rebound in the wake of the crisis, much to the surprise of the world. In the process, we improved the efficiency of the society as a whole by pushing for a radical restructuring of the corporate and financial sectors and advanced the national economic management system. Also, we realized the importance of leaders’ commitment to reform and their ability to communicate with the people.
This book is a vivid depiction of the crucial moments of the period beginning with Korea turning to the IMF for a bailout in 1997 to the end of the crisis in 2001 when Korea repaid the entire mount of IMF loans. Through first-hand accounts of top policymakers at that time, readers will find out how the Korean government formulated and implemented various economic policies ranging from financial and corporate restructuring to public sector reform, to the protection of the livelihood of ordinary people, and to the creation of social safety nets.
